DEVELOPMENT REVIEW BOARD (DRB)

Thursday, October 23, 2025 @ 6:00 p.m.

Present: Spencer LaBarge-Chair, Reg Beliveau Jr., Jim Pratt, Jennifer Yandow, Kiersten Bourgeois- Members, Christina Candels-Assistant Town Administrator, Michael Blouin

Absent: Amy Giroux-Zoning Administrator

Zoom: No Attendance

1. Call to Order

Mr. LaBarge called the meeting to order at 6:00 pm.

2. Agenda Review

Mr. LaBarge reviewed the agenda swore in applicant & board members.

Mr. LaBarge stated the definition of an interested person was available.

Mr. LaBarge asked board members if they had any communication with the applicant. Mr. Pratt stated he had a conversation with Mr. Blouin regarding the land he plans to subdivide and that it was in Current Use with State of Vermont.

3. Meeting Topics:

1. DRB-24-2025: Michael Blouin

1. #DRB-24-2025: Michael Blouin request for final plat approval for a 3-lot subdivision located at 26 Ceres Circle in the R1/Rural district.

Mr. Blouin came before the board and said the plan has not changed for the lots or sizes.

Mr. Blouin will keep lot 9E, lot 9D is under contract to sell. Lot 9 in the future will likely be turned over to the HOA for development.  

4. Approve DRB Minutes from September 25, 2025

Ms. Yandow made a motion to approve the DRB minutes from September 25, 2025, as written, seconded by Mr. LaBarge. Motion carried.

5. Any Other Business

None

7. Set Next DRB Meeting Date

Thursday, November 20, 2025

8. Executive Session

Ms. Bourgeois made a motion to enter executive session at 6:12 pm, seconded by Mr. Pratt. Motion carried.

Mr. Pratt made a motion to exit executive session at 6:27 pm, seconded by Mr. Beliveau. Motion carried.

Action Taken:

1. Ms. Yandow made a motion for DRB-24-2025: Michael Blouin request for final plat approval for a 3-lot subdivision located at 26 Ceres Circle in the R1/Rural district be APPROVED AS WARNED, seconded by Mr. Pratt. Motion carried.

1. Adjournment

Ms. Bourgeois made a motion to adjourn at 6:28 pm, seconded by Mr. Pratt. Motion carried.
