Wednesday, October 11, 2023

1 Academy Street, Swanton, VT

6:30 p.m.

Present: Ed Daniel-Chair, Ross Lavoie-Vice Chair, Andy LaRocque, Heather Buczkowski-Members, Amy Giroux-Zoning Administrator, Christina Candels-Administrative Assistant, Adam Goss, Corey Parent

1. Call to Order

Mr. Daniel called the meeting to order at 6:32 pm.

2. Agenda Review

Mr. LaRocque asked to add discussion about upcoming Energy Fair

Ms. Giroux asked to add that Mr. Daniel sign MPG for Swanton Village.

Mr. Daniel asked that everyone stand for a moment of silence for those involved in terror attacks in Israel.

3. Review minutes of September 20, 2023

Mr. Lavie made a motion to approve September 20, 2023, minutes as written, seconded by Mr. LaRocque. Motion carried.

4. Adam Goss

Mr. Goss came before the board. Mr. Goss had recently discussed his property at 53 Lafar street with Mr. Lavoie, Mr. Lavoie recommended he come the Planning Commission meeting to share his request with the board and what he would like to do.

Mr. Goss owns property at 53 Lafar street, the property is currently zoned industrial. Mr. Goss would like to have this rezoned residential so that he can build multi-family dwellings on the property. This property would have municipal water, sewer, natural gas and high-speed internet. Providing easy access to interstate 89 and Lamoille Valley Rail Trail.

Mr. Goss reviewed the history of the property and how he acquired the property.

Mr. Goss has had the property review the property for wetland delineation, and has provided the map showing the parts delineated and where he would like to build.

The board will look at the zoning as they review and make changes as they update zoning bylaws.

5. Land Use & Development Regulations Review

Mr. Parent reviewed the different zoning districts Swanton currently have. Swanton currently has 15. At the next Planning Commission meeting Mr. Parent will bring maps that everyone can look at to discuss zoning districts.

Mr. Lavoie made a motion to approve the Village of Swanton to apply for the MPG and for Mr. Daniel to sign, seconded by Mr. LaRoque.

Swanton Village is applying for Public Works Department infrastructure capital plan grant, to create replacement schedule and budget.

6. Set the next Planning Commission meeting date.

Next Planning Commission meeting will be November 15, 2023.

7. Public Comment

Mr. LaRoque informed the board of the upcoming Energy Fair Saturday October 21, 2023 11 am- 2 pm at Swanton Village Complex.

8. Any Other Necessary Business

Ms. Buczkowski made a motion to adjourn the meeting at 7:40 pm, seconded by Mr. LaRocque. Motion carried.
