SWANTON PLANNING COMMISSION

DRAFT MINUTES

Tuesday, August 4, 2026

1 Academy Street, Swanton, VT

Present: Ross Lavoie-Chair, Heather Buczkowski, Oliver Manning, Desireah Ladieu- Shawn Cheny, Members, Joel Clark-Selectboard Chair, Brian Savage - Town Administrator,

1. Call to Order

Mr. Lavoie called the meeting to order at 6:05 pm.

2. Agenda Review

Mr. Lavoie reviewed the agenda,

The purpose of this meeting was to interview applicants for the position of Zoning Administrator

3. Motions to enter Executive Session:

MOTION #1: Mr. Manning made a motion we enter executive session for the Planning Commission to receive confidential personnel information for which the premature disclosure of it to the general public would clearly place the Planning Commission & others at a substantial disadvantage.  Motion was seconded by Ms. Buczkowski. Motion carried

MOTION #2: Mr. Manning made a motion that based on our just made findings that premature disclosure would place the Planning Commission & others at a substantial disadvantage, we enter executive session. Motion was seconded by Ms. Ladieu. Motion carried

The Planning Commission entered Executive Session at 6:08 pm

Mr. Clark and Mr. Savage, both left the meeting

The Commission interviewed applicants for the Zoning Administrator Position

At 7:03 pm, a motion to recess until 7:30 pm was made by Ms. Buczkowski, seconded by Ms. Ladieu. Motion carried.

At 7:31 pm a motion was made by Mr. Cheney and seconded by Ms. Ladieu to reconvene to conduct further interviews.

Interviews were concluded and the members had a discussion and asked Mr. Savage to join them for further discussions.

At 8:54 pm, Mr. Manning made a motion to exit Executive Session, seconded by Ms. Ladieu. Motion Carried

At 8:54 pm, Mr. Manning made a motion to recommend Christina Candels as the primary nominee to the Selectboard with Carolyn Towsley as a secondary nominee, in the event Ms. Candels should decline the position. Mr. Cheney seconded.  Motion Carried.

4.  Any Other Business – none

5. Adjournment

Mr. Cheney made a motion to adjourn at 8:55 pm, seconded by Ms. Buczkowski. Motion carried.
