SPECIAL SELECTBOARD MEETING

TUESDAY
April 22, 2025 – 6:00 pm
Present: Joel Clark-Chair, Earl Fournier, Nicole Draper, Nicolas Brosseau, Steve Bourgeois-Members, Brian Savage-Town Administrator
- Call to Order
Mr. Clark called the meeting to order at 6:00 pm.

Mr. Savage requested to add an update on the Swanton Public Library project, and Liquor Control Board.
- Meeting Topics
- Library Update
Mr. Savage said Menard Handyman was to begin removing sheetrock in the attic utility room he discovered blown in insulation in the attic. He then placed a call to Mr. Savage and he requested he contact Las Scangas the architect assisting with the project. Mr. Scangas did not know there was blown in insulation and that will change the scope of the project. For the time being Mr. Scangas suggested waiting for more clarification from the insulation contractor.
Mr. Scangas, Mr. Menard and Mr. Savage will have a meeting Thursday at 11:30 am. Mr. Scangas believes Mr. Menard can cut holes in the sheet rock and the insulation contractor will vacuum out the insulation.
Mr. Menard still does not have all the parts to fix the windows in the Kings Daughters Room; they are on order.
Mr. Savage still needs to contact the electrician in regard to the light fixture replacement; the quoted replacement is over $2,000. There may be an option to do a different light fixture as well.
- Liquor Control Board
Mr. Fournier made a motion to recess the Special Selectboard Meeting and enter Liquor Control Board meeting at 6:05 pm, seconded by Ms. Draper. Motion carried.
- AR Swanton Store Corp. d/b/a The Grand Avenue Quick Stop-New License
Mr. Savage explained the owner of Grand Avenue has sold the business and contents, not the building. The new company will need a Liquor License.
The new owners reside in New Hampshire. The State of Vermont Liquor Control Board has approved the new license. They will need the new license for May 1st.
They are requesting
- Second class licenses
- Tobacco License
- Tobacco Substitute Endorsement
Ms. Draper made a motion to approve the Liquor License as presented, seconded by Mr. Brosseau. Motion carried.
Mr. Fournier made a motion to exit the Liquor Control Board meeting and reenter the Special Selectboard Meeting at 6:10 pm, seconded by Ms. Draper. Motion carried.
- Executive Session
Mr. Brosseau made a motion to enter executive session at 6:10 pm, seconded by Mr. Fournier. Motion carried.
Ms. Draper made a motion to exit executive session at 6:33 pm, seconded by Mr. Fournier. Motion carried.
- Adjourn
Ms. Draper made a motion to adjourn the meeting at 6:34 pm, seconded by Mr. Fournier. Motion carried.

MOTION #2: I move that based on our just made findings that premature disclosure would place the Selectboard & others at a substantial disadvantage, we enter executive session.
