SPECIAL SELECTBOARD MEETING

Present: Joel Clark-Chair, Earl Fournier, Nicole Draper, Steve Bourgeois, Nick Brosseau-Members, Brian Savage-Town Administrator, Betsy Fournier-Swanton Rec, Ron Underwood-Swanton Rec

Mr. Clark called the meeting to order at 6:00 pm

Bid Opening for paving Reynolds and Swanton Hill Road
Mr. Savage handed the bid envelopes to Mr. Clark, two bids received. Mr. Clark gave one envelope to Mr. Fournier to open and read and one to Mr. Brosseau to open and read.
Mr. Fournier read the bid from Hungerford Paving: $89.95 per ton for total of $76,277.67 with $648.00 for asphalt cement.
Mr. Brosseau read the bid from Pike Industries: $80.64 per ton for a total of $68,382.72 with $648.00 for asphalt cement.
There was a brief discussion.
Mr. Fournier made a motion to award the paving to Pike Industries for their bid of $68,382.72, seconded by Mr. Brosseau. Motion Carried.
- New Town Business
Act on Recommendation of Swanton Recreation Commission for new regular Part-time hire
Mrs. Fournier reported to the Selectboard that the Recreation Commission has interviewed candidates who applied for the part-time position. There were three candidates for the part-time job (10 to 15 hours per week maximum) and their choice to recommend to the Selectboard is Mary Cheney. The Selectboard has copies of Ms. Cheney’s cover letter, resume as well as a job description.
There was a brief discussion and the Selectboard was impressed with Ms. Cheney’s resume.
Mr. Bourgeois made a motion to accept the recommendation of the Recreation Commission to hire Mary Cheney at the rate of $20.00 per hour for a maximum of 15 hours per week. Second, by Mr. Fournier. Motion Carried. Ms. Draper abstained.
- Any Other Necessary Business
Mr. Clark stated that he will not be at the Regular Selectboard meeting on September 2nd and that Earl will be chairing. There will be a review of the quarterly financials of the Highway, General and Recreation budget. Mr. Bourgeois requested they get this information ahead of time for plenty of time to review.
A vote on the Maple Grove Estates Road will be postponed until the meeting of September 16th.

Mr. Fournier made a motion to adjourn at 6:14 pm. Seconded by Ms. Draper. Motion carried.

MOTIONS FOR ENTERING EXECUTIVE SESSION
MOTION #1: I move that we find that we enter executive session for the Selectboard to receive confidential contract, personnel, Legal or Real Estate information for which the premature disclosure of it to the general public would clearly place the Selectboard & others at a substantial disadvantage.
MOTION #2: I move that based on our just made findings that premature disclosure would place the Selectboard & others at a substantial disadvantage, we enter executive session
