NOTICE

At its meeting of July 21, 2026, the Selectboard of the Town of Swanton voted to initiate the reclassification from a Class 4 Town Highway to a Trail of that portion of the Hazard Road from the western boundary line of the property now or formerly owned by Gregory Coon Life Estate (70 Hazard Road) and proceeding westerly to the intersection of the Highgate Road (VT Route 207) pursuant to 19 V.S.A. §708. The resulting action will end vehicular traffic on the road other than adjacent landowners accessing their property.

Therefore, pursuant to 19 V.S.A. §709 the Selectboard will be doing a site visit for examining the premises and hearing the persons interest, and give 30 days’ notice to persons owning or interested in lands through which the highway may pass or abut, to inspect the site and receive testimony. This site visit will be held on:

TUESDAY – SEPTEMBER 1, 2026 – 5:00 PM

The Selectboard shall also give notice to the planning commission of the town, post a copy of the notice in the office of the town clerk, and cause a notice to be published in a local newspaper of general circulation in the area not less than ten (10) days before the time set for the hearing. The notice shall be given by certified mail sent to the official residence of the person(s) required to be notified.

As provided in 19 V.S.A. §710 after the premises have been examined and hearing any interested parties, and if the Selectboard judge that the public good, necessity and convenience of the inhabitants of the municipality require the highway to be reclassified, it shall cause the highway to be surveyed in accordance with the provisions of section 33 of this title IF the highway right-of-way cannot be determined. If the Selectboard decides to reclassify a highway, the reclassification shall be in writing setting forth a completed description of the trail.

Within 60 days after the examination and hearing, the Selectboard shall issue a report of its findings and of notifying the parties together with the discontinuance, to the town clerk’s office. The Selectboard’s order laying out, altering, reclassifying, or discontinuing the highway, shall be recorded by the clerk.
