Draft Minutes

Wednesday, February 7, 2024

Town Office Building

1 Academy Street, Swanton, VT

6:30 p.m.

Present: Ed Daniels-Chair, Ross Lavoie-Vice Chair, Andy LaRocque, Oliver Manning, Amy Giroux-Zoning Administrator, Christina Candels-Administrative Assistant, Corey Parent, Allen Pigeon, Amy Raymond

1. Call to Order

Mr. Daniel called the meeting to order at 6:40 pm.

2. Agenda Review

Mr. Daniel reviewed the agenda.

The board agreed to postpone electing new chair & co-chair until all board members are present.

3. Review minutes of January 24, 2024

Mr. Lavoie made a motion to approve January 24, 2024, minutes as written, seconded by Mr. LaRocque. Motion carried.  

4. Elect new Chair and Co-Chair

Postponed 

5. Public Comment

Mr. Pigeon came to the meeting to get more information on the Home Act. This is currently being discussed in the Vermont Legislature. This is expected to be completed by July. Mr. Lavoie said the board is committed to waiting to see what the Legislator decided and will adopt bylaws to support.

Mr. Pigeon was interested in an interim bylaw in the meantime, that would take public hearings and Selectboard approval, by the time that was completed the Legislature will have finished.

Mr. Parent reviewed the current bylaws for multi-unit structures/dwellings.

Ms. Raymond asked what the timeline is for the bylaw rewrite, what section they are currently in. Mr. Parent updated where they currently are in the bylaws. Some of the sections they are waiting to see the guidance coming from the Legislature.

Ms. Raymond has land in the R1 district that borders the Southern Growth District, the current regulations limits what she would like to do with her land.

This will be reviewed when the board reviews these districts.

6. Land Use & Development Regulations Review

Postponed until next meeting

7. Next Planning Commission meeting date February 28, 2024

8. Any Other Necessary Business

None

9. Adjournment 

Mr. Manning made a motion to adjourn at 7:38 pm, seconded by Mr. LaRocque. Motion carried.
