Present: Joel Clark, Earl Fournier, Steve Bourgeois, Nick Brosseau-Selectboard Members, David Winchester, Suzie Kelleher, Neal Speer, Adam Paxman-Village Trustees, Brian Savage-Town Administrator, Bill Sheets-Village Manager

Absent: Nicole Draper

1. Call to Order

Mr. Clark called the Selectboard meeting to order at 7:53 pm.

Mr. Winchester called the Village Trustees’ meeting to order at 7:53pm.

No Changes

3. Meeting Topics

Executive Session to Discuss Legal Matter of Mutual Concern

Both boards discussed a legal matter and set a date to have a joint meeting with Highgate Selectboard on Tuesday, November 25, 2025, at 6:00pm at the Swanton Town Hall.

This meeting will be held in executive session.

4. Adjourn

Mr. Bourgeois made a motion to adjourn at 8:03 pm, seconded by Mr. Brosseau. Motion carried.

Ms. Kelleher made a motion to adjourn at 8:03 pm, seconded by Mr. Paxman. Motion carried.

    MOTIONS FOR ENTERING EXECUTIVE SESSION

MOTION #1: I move that we find that we enter executive session for the Selectboard to receive confidential contract, legal information for which the premature disclosure of it to the general public would clearly place the Selectboard & others at a substantial disadvantage.

MOTION #2: I move that based on our just made findings that premature disclosure would place the Selectboard & others at a substantial disadvantage, we enter executive session
