TOWN OF SWANTON SELECTBOARD

ON-SITE VISIT 

 70 HAZARD ROAD SWANTON, VT

Tuesday, September 1, 2026

5:00 pm

 At its meeting of July 21, 2026, the Selectboard of the Town of Swanton voted to initiate the reclassification from a Class 4 Town Highway to a Trail of that portion of the Hazard Road from the western boundary line of the property now or formerly owned by Gregory Coon Life Estate (70 Hazard Road) and proceeding westerly to the intersection of the Highgate Road (VT Route 207) pursuant to 19 V.S.A. §708. The resulting action will end vehicular traffic on the road other than adjacent landowners accessing their property.

Therefore, pursuant to 19 V.S.A. §709 the Selectboard will be doing a site visit for examining the premises and hearing the persons interest and receiving testimony.  This site visit will be held on the Hazard Road in proximity to the Coon property located at 70 Hazard Road.

Present: Joel Clark-Chair, Nick Brosseau, Ron Underwood, Earl Fournier-Members, Brian Savage-Town Administrator, Christina Candels-Assistant Town Administrator, Delores Decker, Patrick Loiselle, Karen Underwood, Thomas Underwood, Raymond Tardif, Julia Tardif, Oliver Manning, David Manning, Sylvia Garisson, Ethan Garrison, Melissa Manson, Donald Fournier, Martha Tarte, Mary Ann Langlois, Jeff Hubbard, Justin Hazard, dan Hazard, Robert Bedard, Mike Taylor, Judy Taylor, Nick Manning

Absent: Nicole Draper-Member

1. Call to Order

Mr. Clark called the meeting to order at 5:00 pm.

2. Discussion 

Mr. Clark opened the discussion by reading the notice listed above. The board discussed the potential of reclassifying Hazard Road to a Trail and no longer maintaining the road as a class 4 road, turning the road into a trail. 

Mr. Clark then opened the discussion to members of the community for discussion. 

Members of the community who spoke are listed below:

Patrick Loiselle, Ethan Garrison, Sylivia Garisson, David Manning, Justina Hazard, Oliver Manning, Dan Hazard, Julia Tardiff, Raymond Tardiff, Mike Taylor and Donald Fournier. 

No members of the public present supported the reclassification of Hazard Road. 

The board members then took a moment to step aside for a brief discussion. 

Mr. Clark came back before the group and shared at this time the board agreed not to move forward with reclassification of Hazard Rd to a trail. They agreed to leave the road as it is currently. Mr. Clark said they would make a formal motion at the Selectboard meeting tonight. 

3. Adjournment

Mr. Fournier made a motion to adjourn the site visit at 5:28 pm, seconded by Mr. Brosseau. Motion carried.
