TOWN OF SWANTON

 SPECIAL SELECTBOARD MEETING

Town Office Building

1 Academy Street, Swanton, VT 05488

In-Person

Monday, August 10, 2026 – 5:00 pm

Members present:  Joel Clark, Chair; Nicholas Brosseau, Vice Chair; Nicole Draper, Earl Fournier and Ronald Underwood

Others present:  Brian Savage, Town Administrator

1. Call to Order

Mr. Clark called the meeting to order at 5:00 pm.

2.  Agenda Review

 Mr. Clark requested to add under Any Other Necessary Business, discussion of the

 situation at 1 Thibault Street.

3.  Meeting Topics

Ms. Draper made the motion that we findthat we enter executive session for the Selectboard to receive confidential contract, personnel, Legal or Real Estate information for which the premature disclosure of it to the general public would clearly place the Selectboard & others at a substantial disadvantage. Motion was seconded by Mr. Underwood. Motion Carried

Ms. Draper made the motion that based on our just made findings that premature disclosure would place the Selectboard & others at a substantial disadvantage, we enter executive session. Motion was seconded by Mr. Fournier. Motion Carried.

The Selectboard entered into Executive Session to interview an applicant for the position of Zoning Administrator. Mr. Savage was present for the Executive Session.

Ms. Draper made a motion to exit Executive Session, seconded by Mr. Underwood. Motion Carried

A motion was made by Mr. Fournier, seconded by Ms. Draper to extend an offer of employment to Carolyn Towsley for the Zoning Administrator position at annual salary of $62,400.00 with a probationary period of 6 months. Motion carried.

4. Any Other Necessary Business

Mr. Clark update the Board as to his thoughts on the Town entering onto private property to pick up and dispose of trash in the yard. He has asked Mr. Savage to

obtain a legal opinion on this from the attorney and to advise the enforcement officer of the concerns. Mr. Savage will update the Board when he receives the opinion.

5. Adjourn

There being no further business, a motion was made by Ms. Draper and seconded by Mr. Underwood to adjourn. Motion Carried

Meeting adjourned at 5:42 pm.
