Wednesday, April 10, 2024

Town Office Building

1 Academy Street, Swanton, VT

6:30 p.m.

Present: Ross Lavoie-Chair, Oliver Manning, Ed Daniel, Andy LaRocque, Amy Giroux-Zoning Administrator, Christina Candels-Administrative Assistant, Corey Parent, Darci Benoit

1. Call to Order

Mr. Lavoie called the meeting to order at 6:36 pm.

2. Agenda Review

Mr. Lavoie reviewed the agenda.

3. Review minutes of March 27, 2024

Mr. Manning made a motion to approve March 27, 2024 draft minutes as written, seconded by Mr. Daniel. Motion carried.

4. Public Comment

Ms. Benoit came before to share concerns as a local business owner, Chamber of Commerce Member & Swanton Enhancement Member.

Mr. Daneil asked as a business owner what the Planning Commission can do to help local businesses.

Ms. Benoit said she reviewed the current plan and there is not a lot in there for business. Ms. Benoit said one area that could help is fees for signs, when other areas are not charging for signs, this can be an added expense for a new business.

Ms. Giroux said fees will also be reviewed in these updates.

Mr. Lavoie said part of this update includes reviewing the number of districts they currently have; this can make it more uniform and easier for business as each districts have different regulations.

Ms. Benoit shared her concern for parking in front of her store, once the restaurant and bakery open this will be more of a problem. Businesses do not have assigned parking spaces. One suggestion was 30-minute parking signs or additional parking in the rear, this is something to address with Swanton Village.

5. Land Use & Development Regulations Review

Mr. Parent reviewed section seven in the Land Use & Development Regulations. The group discussed impact fees for new dwellings.

6. Next Planning Commission meeting date

April 24, 2024 6:30 pm.

7. Any Other Necessary Business

The group discussed possible dates to have a joint meeting with the DRB, Ms. Giroux will reach out to them to confirm a date.

8. Adjournment

Mr. Manning made a motion to adjourn at 8:09 pm, seconded by Mr. LaRocque. Motion carried.
